I'd like to see some cultural relativist try to justify this.
I would suppose that this sort of thing and worse has been going on in Egypt under the military's gentle hand. The new and interesting thing is that public report has been made, the responsible authorities have admitted it, and there is the possibility of effective redress. Good stuff! ...as far as it goes.
