You conclude in your book and here that this means that if the State is enacting a law that is not intended to have Otherworldly impacts then it is neutral and you don't have to make religious exceptions. I argue that that makes sense with a "The State shall not impose a religion" argument, but not yours, because your argument says that in order to keep the peace the agreement is that the State stays out of the Otherworldly and the Otherworldly stays out of the secular, but the law can be proven to have Otherworldly impacts and so breaks that agreement. That it doesn't intend them actualy makes it WORSE, since it proves that secular laws can unintentionally transgress on that agreement and so we need a mechanism to handle that.<br /><br />Thus, my view is that religious exceptions should be granted in most cases.
