The idea of advocating hatred seems to be...I agree. The idea of advocating hatred seems to be stronger than, and perhaps to fall within, incitement to hostility. If mere "hostility" is included, the test could be simply whether hatred is being advocated ... and the rest is redundant.<BR/><BR/>The drafting is odd and I've always found it a bit baffling as to why it's worded in just that way.
